The New York Times looks at the small Kansas town of Hays, where a small group of dedicated arts workers have how an arts community deprived of government funding may continue to thrive.  “When what you’re about is important enough to you, you will find a way,” says Brenda Meder, director of the Hays Arts Council, “And that’s how it always is with the arts.”
